Centre National de la Fonction Publique Territoriale

OUR BRIEF

• Career Enhancement
The law of February 19, 2007 required that most examinations be transferred to management centres by January 1, 2010. The CNFPT organizes administrators, cultural heritage officers, library conservators and chief engineers' exams.
The CNFPT is still exclusively responsible for category A staff and chief engineers. The CNFPT guides senior local civil servants throughout their career. It is in charge of organizing exams, promoting local service employment and producing the national local civil service employment catalogue.
External category A, B and C staff exams organized by the CNFPT and the management centres are designed to allow entry to the local civil service. Internal exams and professional exams allow local civil servants to advance in their career. The managers of associations, elected representatives and candidates from the private sector can join the local civil service by passing a written exam.
The CNFPT organizes exam preparation sessions and exams in order to enable the promotion of local civil servants. It is also responsible for producing academic manuals for external candidates to allow them to prepare for their exams.

• Life-long training
The CNFPT trains 1.7 million local civil servants from the moment of their recruitment and throughout their career by offering integration, professionalization, training and exam preparation.

The CNFPT offers a complete training service including: identification of requirements, consulting, training and evaluation services. It acts as consultant in producing the training plan. It also offers guidance with regard to projects organized by regional and local authorities.

• Anticipate human resource developments
The CNFPT is in charge of a monitoring centre which carries out statistical studies and provides forecasts regarding local civil service employment and skills. The results allow the CNFPT to anticipate the training requirements of the regional and local authorities.

• Events
The CNFPT organizes important national events and is involved in a wide range of activities at the local level.
The participation of the CNFPT in the annual congress of the Association of the Mayors of France is an opportunity to meet local elected representatives and to provide updates on the territorial civil service.

Lastly, regional administrative centres organize regional and interregional seminars, meetings, conferences to train and inform territorial civil servants.
